Kalki Sena Strategy 2025: A New Defence Doctrine

“The 2.75 War and the Spirit of Kalki Warriors” — Wing Commander Pushkal Dwivedi Presents a New Vision of National Defence

Noida, October 2025 —
At the Tactical Training Centre of Kalki Sena Northern Command, the “Counter Terrorist Combat Course 2025” concluded with an inspiring and visionary address by Wing Commander (Dr.) Pushkal Vijay Dwivedi (Retd.).
He redefined India’s concept of security, saying that the real battle for Bharat is being fought not only on the borders but also in the fields of thought, governance, and education.

Explaining his renowned “2.75 War Doctrine,” Dwivedi said —
“India today must remain alert on not two but 2.75 fronts — two external enemies, China and Pakistan; half a front representing internal extremism; and a quarter front that represents the colonial mentality still embedded in our education, judicial, and administrative systems. Unless we win this .25 war, the nation’s security will remain incomplete.”

The Union of Dharma, Discipline, and Civic Awareness

In his address, Dwivedi said that Kalki Sena is not merely a training organization but a movement of national discipline and awakening.
He remarked —
“We are teaching our Kalki Warriors not just how to fight but how to live with strength and restraint. Dharma means discipline, self-control, and devotion. When Dharma and Strength walk together, the nation becomes self-secure.”

He emphasized that preparing every citizen with a sense of civil defence is the most powerful security policy for the future.
“When every Indian citizen is trained, aware, and disciplined,” he said, “India will have no reason to fear any external or internal threat.”

2.75 War — Winning Within Before Winning Outside

Dwivedi explained that the “2.75 War” is not merely a military theory but a philosophy for India’s civilizational renewal.
He said —
“The .25 war is a battle against the colonial frameworks that still rule our minds. It is a psychological war — against a mindset that has long separated us from our own roots. Unless we reconnect our education, justice, and administration with the Indian spirit, no victory on the battlefield can ever be permanent.”

He further added —
Backward Victory means winning from within. First, win the .25 war — awaken Indian thought and self-respect. Then, win the 0.5 war — end internal divisions and ideological extremism. Once that happens, victories on the two external fronts will come naturally.”

Kalki Sena Training — From Self-Defence to National Defence

Under this course, young men and women from across India were trained in Urban Warfare, Close Quarter Battle, Survival Psychology, Surveillance Techniques, Weapon Handling, and Rescue Missions.
Dwivedi said the program is not a substitute for the armed forces but a powerful model of citizen empowerment.
“When every citizen stands disciplined, vigilant, and patriotic,” he said, “no terrorist or divisive force can ever challenge India’s unity.”

In his concluding remarks, Dwivedi said —
“India today is not just a country defending its borders but a living, awakened civilization. Our Kalki Warriors symbolize that inner strength which makes Bharat invincible from within. When every citizen discovers the warrior within, India will not only win the 2.75 War but also every civilizational challenge to come.”

He congratulated the trained civilian commandos of the 2025 batch, saying that this graduation ceremony marks not the end of a course but the beginning of a new chapter in India’s self-defence culture.
